DESPATCH.
A declaration from the actual printer publisher is required. This will prevent any repetition of what recently occurred when Mr Fraser Smith's name appeared as printer and publisher of the Hongkong Telegraph while he was undergoing imprisonment with hard labour.
The Governor is required to obtain a fresh declaration when the printer or publisher leaves the Colony.
